Toll Systems in Europe – Vignette or Toll

The member states of the European Union must comply not only with their own motorway toll regulations, but also with the basic principles defined by the European Commission. Accordingly, motorway tolls must be set not only in line with road users’ habits, but also with noise and environmental considerations in mind.

In several European countries, a distance-based toll system is still in force even for passenger vehicles, although these charges are lower than those imposed on trucks. Currently, in Europe, Bosnia and Herzegovina, France, Poland, Italy, Spain, Serbia, and Croatia use toll booths; however, in 2026 Croatia began its gradual transition toward an electronic toll system.

Time-based tolls, better known as motorway vignettes, are available with several validity periods, typically daily, weekly or 10-day, monthly or 2-month, and annual validity periods. Countries using the motorway vignette system include Austria, Bulgaria, the Czech Republic, Hungary, Romania, Switzerland, Slovakia, and Slovenia. Vignette prices differ in every country; however, for European Union member states, the following conditions must also be met regarding pricing:

  • The daily vignette fee may not exceed 9% of the annual vignette price.
  • The weekly vignette fee may not exceed 11% of the annual vignette price.
  • The 10-day vignette fee may not exceed 12% of the annual vignette price.
  • The monthly vignette fee may not exceed 19% of the annual vignette price.
  • The 2-month vignette fee may not exceed 30% of the annual vignette price.

Distance-based toll systems: fees and planners

Distance-based toll payment is typically carried out through toll gates, of which two types are in use. One is the so-called free-flow control gate, where the driver does not need to stop or take a ticket. However, there are several versions of the other type, the classic, traditional closed toll system. In a closed toll system, a ticket must be taken when entering the motorway, and the fee proportional to the distance travelled must be paid when exiting.
